在未来时空里，社会动荡，权利集中在“首领”的独裁政府手中，所有人的生活都被密切监视，人们没有自由、没有隐私“首领”秘密培养杀手铲除异己，掌控杀手头脑是首领的左膀右臂，代号“控制者”。而“秃鹫”是这些杀手中的佼佼者。秃鹫在一次执行任务的时候遇到了一个酷似他亡妻的女子妮娜，一时手软的秃鹫放过了妮娜。但违背命令的秃鹫被首领放弃了，但控制者提出通过给秃鹫植入“记忆”，把他改造成完美武器。术后的秃鹫逃离了组织，并救下妮娜一起逃亡。但是，随着阴谋一个个揭穿，真相逐渐浮出水面。关于妮娜的记忆都是虚假的，控制者打算利用秃鹫刺杀首领并取而代之。秃鹫的妻子也没有死去，而是作为控制他的工具被囚禁。经过几番激烈对抗，秃鹫最终实现了对控制者和首领的复仇。
