在美国和苏联两大强权冷战期间，苏联采取了一个神秘的电话洗脑的计划，将一批训练过的间谍派到美国各地，然后伪装成普通老百姓，在那里过着正常人的生活，准备在需要的时候再将他们唤醒。但多年以后美苏两国的关系有所好转，但这批间谍被一些别有用心的人用神秘的电影电话唤醒了。为了挽回局面，苏联军方派出了一个名叫格里高利·布尔佐夫的苏联秘密警察到美国去处理此计划造成的灾害，而美国方面也派出了反间谍专家芭芭拉协助布尔佐夫完成任务。在调查真相的过程中，两个身份互相敌对的人却产生了微妙的感情。最后他俩甘愿放弃间谍身份，一起过平民的生活。导演唐．西格尔以老练手法拍出多场刺激火爆的动作场面，对于间谍生涯的可厌也有所表现，是查尔斯．布朗森主演的佳作之一。
